Functions of Welcome Center & Parking Services:

Office hours: 7:30 am – 5:30 pm, Monday through Friday, during regular academic year. 7:45 am – 4 pm, Monday through Friday, during the summer.

Parking related functions of University Police:

1. Parking Permits/Vehicle Registration
The SUNY College at Brockport requires the registration of any motor vehicle parking on any property owned or leased by the College during times indicated in Section #3.

a) Most Permits are in hangtag form and must be hung from the rear-view mirror while parked on campus.  It is suggested to remove hangtag while vehicle is in motion. Decals must be affixed to the inside of the driver side, rear window.

b) Motorcycles must have the decal affixed on the left side.

c) Visitor/guest and temporary passes must be displayed from the rear-view mirror with the effective date facing outward.

Permits may be purchased in the following manner:
a) On-line 24 hours. Customer parking accounts can be viewed on-line.
b) In person at Conrad Welcome Center during business hours.
c) After Conrad Welcome Center is closed, visitors may go to University Police.

 

2. Permit Classification
A. Faculty/Staff (Blue parking permit)
Faculty/Staff are defined as any employee on the non-student payroll of the State University of New York College at Brockport, as well as, affiliated organizations.  Examples of these affiliations include, but are not limited to a non-student employee of:

Annual Faculty/Staff registration applications will be sent to their respective campus addresses during the spring term.  Permits will be mailed to their home address.  Payment may be made via cash, check, credit card, Easy Money, or payroll deduction (for payment of reserved spaces, and/or BASC employees).  On-line registration is encouraged.

1) Faculty/Staff, and affiliates described above, will be allowed to purchase one permit.  A separate permit is available for purchase for a second vehicle registered to a Faculty/Staff member and affiliates. The permit may be transferred to another vehicle if driven by same Faculty/Staff member.  All vehicles must be properly registered with Welcome Center & Parking Services and the proper fee must be paid for all registered vehicles.

 
            B. Student
A student is defined as any person attending the College for academic credit.  Teaching assistants, graduate assistants, and interns are considered students.

1)   Students are not allowed to use a Faculty/Staff-parking permit. Exceptions are graduate and teaching assistants.  For each permits purchased, GA’s and TA’s represented by GSEU will be charged the full registration fee.

2)      A student who is the spouse, son, or daughter of a Faculty/Staff member must register the vehicle he or she will be driving in compliance with the student registration regulations and must park in the appropriate parking areas.

3)      Permits are in hangtag form and are transferable from vehicle to vehicle but not person to person.  Each vehicle must be properly registered with Welcome Center & Parking Services.

C. Commuting StudentsOrange or Brown permits
A commuting student is a student who does not reside on the campus, but parks a vehicle on campus.

 

D. Resident StudentYellow, Black, Red, Purple
A resident student is one who resides on the campus.

Resident students in possession of a resident permit are permitted to park in any commuter lot from 5:00 p.m. – 2:00 a.m.

 

3. Vendors
Vendor’s vehicles are required to have vendor parking permits, which will be issued by Welcome Center & Parking Services.  Those exempt from registering are delivery trucks. Example: UPS, FedEx, STAPLES, AIRBORNE.

  1. A fee will be paid for each vehicle registered.  Requestor must show proof they are associated with a company performing legitimate services on campus.
  2. Vendors are allowed to use the loading docks and/or load/unload zones for up to 15 minutes.  If longer, vendors may park in any parking lot excluding visitor, reserved, service, metered, or handicapped spaces.
  3. Vendors who are invited to the College for the day, (craft vendors etc.) will be allowed to unload at designated locations and must park in Lot “X” or Visitor Lot “T” with the proper pass displayed.

4. Contractors
For contractors requiring lay-down areas near a specific building, the Office of Facilities and Planning will assign the area and contractors may park in this area without a permit. All others will be assigned to either T, V, or X and pay the appropriate fee.  Contractors may not park in visitor, reserved, metered, or handicapped spaces. Contractors are responsible for payment of all parking citations.

5. Community Members/Open Recreation
Community members must pay the appropriate fee and are permitted to park in Lots T, U, or V during the academic year.            

6. Service Vehicle Parking
“Service Vehicle Only” parking locations are available for all College owned vehicles, to include fleet, University Police, all BASC owned vehicles, and those select vendors contracted by the campus.

  1. Service vehicles will be allowed to park in any parking space regardless of lot designation with the exception of reserved, metered or handicapped spaces.
  2. Service vehicles are allowed to load and unload in designated locations.
  3. Service vehicles are allowed to park in loading dock areas for up to 15 minutes to load and unload.
  4. Service vehicles may not block entrance doors while on breaks or lunch periods.

7. Loading Areas
            There are four types of loading areas.

  1. Loading docks are restricted to vendor deliveries.
  2. An entry close to a building including resident loops, as designated.  Maximum time limit of 15-minutes is allowed.  Flashers must be used.
  3. Load/unload spaces have signs indicating so. Maximum time limit of 15 minutes is allowed.  Flashers must be used.
  4. Access ramps to buildings are restricted for emergency, service and delivery vehicles.
  5.  

8. Visitor/ Guest Parking or Temporary Parking
A visitor or guest is defined as a person non-affiliated with SUNY Brockport.

  1. Visitors, if applicable, must obtain a parking pass from the host department or Welcome Center & Parking Services if parking on campus Monday-Thursday        2:00 a.m. – 6:30 p.m. or Friday, 2:00 a.m. - 3:00 p.m. If Conrad Center is closed, must obtain pass from University Police.  Passes are not required from 6:30 p.m. – 2:00 a.m.
  2. Visitors and guests are not allowed to park in spaces handicapped (without a valid tag), service areas, loading areas, areas blocking entrance doors. Visitors and guests cannot park free of charge in metered spaces.
  3. Visitor parking passes must be properly displayed from the inside, rear view mirror facing outward.
  4. Parking violations received by a visitor may be paid no later than the close of business ten (10) days from the date of the ticket. Payment may be sent to the Welcome Center & Parking Services or Office of Student Accounts. Failure to respect this guideline will cause a late fee added to the fine amount. All applicable state and municipal laws will apply for non-payment of fines.  Delinquent payments will be forwarded to a collection agency. Visitors may appeal parking violations using the published guidelines.
  5. Admissions visitors driving on campus are required to obtain a hangtag from Admissions Department or Conrad Welcome Center for parking in Admissions Lot “L”.
  6. For “Special Events Office” see Section 17.
  7. Overnight guests will be assigned to V (resident parking) or X.
  8. A department may request to reserve a meter for their guest. The fee is $10 for each meter. Welcome Center & Parking Services will hood the meter; however, there is no guarantee that a violator would not park there.

The policy breaks visitors into four categories. The following outlines the parking options for these groups of visitors:

Group 1:  Casual Visitors and Participants in Small Events (less than 25 participants)

  • Casual visitors may either use metered parking or purchase a daily pass.
  • Departments are encouraged to order passes in bulk using the visitor pass request form (available at www.basc1.com/parking) and issue to visitors before their arrival.
  • For casual visitors and events under 10 participants, parking will be permitted in any lot, except lot L (Admissions lot).

For small events (10 – 24 participants), a visitor pass request form must be submitted to Welcome Center & Parking Services at least 5 business days prior to the event. Parking for these guests will be permitted in lots T, V, D, or D1 with passes

Group 2:  SUNY Brockport Athletic and Arts Events

  • Visitors will incur no charge for parking at these events.
  • Payment for parking at these events will come from College funds.

Events Occurring Before 3 pm on Weekdays:

  • Departments need to contact Welcome Center & Parking Services at least 10 days prior to the event to coordinate parking for events that occur before 3 pm on weekdays.

Events Occurring After 3 pm on Weekdays or on Weekends:

During these events, a daily pass is not needed in lots T and V for athletic events or lot D1 for arts events.

Group 3:  SUNY Brockport Large Events (25 or more participants, other than athletic and arts events)

  • Visitors will incur no charge for parking at these events.
  • Payment for parking at these events will come from College funds.

Departments need to contact Welcome Center & Parking Services and submit a completed visitor pass request form at least 10 days prior to the event to coordinate parking.

Group 4:  Non-SUNY Large Events (25 or more participants)

  • A fixed fee will be assessed as part of the facilities fee process.
  • The fee process and amount will be developed based either on the number of participants, number of vehicles, or number of spaces.

In all instances, visitors to Admissions, parents of enrolled students, and members of various campus advisory boards are exempt from paying any parking fee. However, these visitors do need to obtain a free pass from the Conrad Welcome Center. In addition, Admissions’ visitors have the option of obtaining a parking pass from the Admissions Office.

9. Handicapped Parking


A. Faculty/Staff or students who require the annual use of handicapped parking, must purchase a valid parking permit and display their valid city, town or village handicapped tag. The handicapped parking tag will be issued to the handicapped person - not a vehicle. 

B. If temporary parking in a closer lot is needed, students must provide a physician’s note verified by the Health Center indicating the necessary time period for this accommodation. If the requesting person has purchased an annual parking permit, a temporary permit will be issued which will allow closer parking to campus buildings but excludes handicapped, service or reserved areas.  Faculty/Staff must provide a physician’s note. The permit issued by Welcome Center & Parking Services will be for a maximum of two weeks.

C. If the requesting person has not purchased a permit, they must purchase a permit prior to requesting closer parking due to temporary disability.

10. Grace Period

  1. From the time a vehicle arrives on campus, the driver is responsible for insuring s/he is in compliance with the campus parking and driving regulations.
  2. The grace period for obtaining an annual parking permit will commence at 8:00 a.m. on the first (1st) day of classes until 11:59 p.m. on the third (3rd) day of classes.
  3. The grace period shall not apply to any metered, handicapped, reserved, service, or visitor areas.
  4. Vehicles without a permit or if the permit is not properly displayed during the grace period must park in lots T, U, V, or X.  Those vehicles with a permit must park in their proper lots.
11. Parking Permit Enforcement

            Parking permits and lot enforcement will be in effect:
                        Monday – Thursday 2:00 a.m. – 6:30

Friday - 2:00 a.m. – 3:00 p.m

 

                       
                       

12. Overnight Parking
A. All vehicles parking on campus overnight must park in an overnight lot.   Overnight parking is available in lots:

13. Open Parking Defined
Open parking is defined as those times when no permit is required
and any lot is permissible.

A.        Open Parking

C.         Winter Break

D.        Mid-Semester Breaks

E.        During the Academic Year
Vehicles may be parked in any lot during the following times:

14. Parking Registration Fee
The College sets the annual registration and parking fee. Permits purchased at a later date within a given semester or academic year will be charged as follows:

15. Meters
Meters are in full operation Monday-Thursday from 7:30 a.m. to 6:30 p.m. and
Friday from 7:30 a.m. to 3:00 p.m. No overnight parking is allowed. A permit is not

required to park at a meter.  Vehicles with a permit must pay the appropriate fee if parked at a meter.  Parking in a meter that is malfunctioned or reserved is NOT permitted.  Welcome Center & Parking Services must be notified immediately of any malfunctioned meter. The only times meters are NOT enforced is Monday-Thursday 6:30 p.m.- 2:00 a.m. and Fridays after 3:00 p.m. until Mondays at 2:00 a.m.

16. Winter Parking Rules

Snow Removal in Residential Lots: To allow for proper snow removal, students may be required to move their vehicle upon notice from the residential parking lots A, C, R, X, V, and Y, to any other parking lot. Instructions will be given as to when vehicles must be moved by and when they may be moved back to their designated parking lots. Students away from campus are required to make arrangements in advance to move their vehicle. Prompt and effective snow plowing requires orderly parking. Vehicles not in compliance during the emergency snow removal, will be cited.

17. Special Events
Welcome Center & Parking Services defines a Special Event as events that require the completion of the Activity and Room Reservation Form and/or when 25 or more vehicles are expected to park on campus.

A. During the academic year, vehicles requiring parking for special events held between 9:00 a.m.-3:00 p.m., must park in Lots T, V, X or Park & Ride lot. Welcome Center & Parking Services reserves the right to designate the parking area.  After 3:00 p.m. any lot will be assigned. Permit required.

B. During open parking periods (Section 3), visitors may park in available spaces other than service, reserved, loading, metered or handicapped spaces.

C. The organizing department can arrange shuttle service.

18. Replacement Permits
A. Lost/Stolen Permits
Lost, misplaced, defaced or stolen permits must be reported immediately to the Welcome Center & Parking Services and replaced. Permits that are reported lost and later found, must be turned into Welcome Center & Parking Services.

If a permit is lost prior to the recipient receiving the permit
(Example: Lost in the mail) and is reported to Welcome Center & Parking Services before the end of the grace period, a new parking permit will be issued free of charge. If reported after the end of the grace period, the vehicle must be re-registered and the full registration and parking fee must be paid. A lost permit fee of $25 may be assessed in lieu of full payment.

To avoid being charged the registration fee for a parking permit, the owner must remove the parking permit or remnants of it from the vehicle before it is sold or exchanged and returned to Welcome Center & Parking Services. Hangtags may be transferred from vehicle to vehicle if the vehicles have been properly registered with Welcome Center & Parking Services.

20. Parking Violation
A vehicle may be subject to a citation and/or towed or immobilized for:

21. Fine Schedule and Payment of Fines
Uniform traffic summons (moving violations) are returnable to Sweden Town Court.

A. Payment for parking violations on the SUNY Brockport campus is returnable to Welcome Center & Parking Services or Office of Student Accounts.

B. Payment using eParking is preferred. When paying in-person, the citation should be presented for proper credit. If the ticket is paid by mail, the payment and original ticket should be sent to Welcome Center & Parking Services.

Penalty for non-payment of fines:

All Others:  Applicable state and municipal laws and College policies will apply which could result in denial of renewal of driver’s license or vehicle registration.

22. Towing/Vehicle Immobilizer Policy
The State University College at Brockport is not responsible for any damages that many occur as a result of the removal or immobilization of any vehicle.

Welcome Center & Parking Services and/or University Police will tow or use the auto-boot immobilizer in the following situations:

Removal fee of $25 must be paid by the violator at time of removal of immobilzer

23. Voiding Citations
    The Parking Administrator is responsible for voiding tickets.

 The following criteria will be used for voiding tickets:

24. Appeals
A. Individuals wishing to appeal a citation and/or tow must initiate a formal request for appeal within 10 business days following the issuance of the citation.

B. After the 10-day period, the option of appeal expires.

C. Appeals are submitted in writing, on the proper form, to Welcome Center & Parking Services. Appeals Forms are available via parking website, at the Office of Student Accounts and Conrad Welcome Center. The alleged violator may request an in-person hearing.

D. Appealed decisions will be in writing. The Hearing Officer will adjudicate within 30 days of the receipt of the appeal. 

E. All decisions of the Hearing Officer are binding and final.
 
F. Citation payments can be made at the Bursars Office, Welcome Center & Parking Services or via the Web at basc1.com if paying with Easy Money.

G. Penalty for non-payment of fines (See Section 20).

 

25. Refunds
A refund of the parking fee will be granted when applicable and deemed appropriate by  Welcome Center & Parking Services:

26. Billings

A billing will be conducted for all outstanding parking obligations bi-weekly. Collection agency will be used for those obligations not paid after a minimum of two notices to the violator.  Outstanding accounts will be transferred to a collection agency.
